Hidden costs in a roof replacement usually surface at tear-off, when the old roofing is removed: a roof deck that’s out of code, rotted wood, broken tile, or gutters that have to come off. No contractor can promise nothing else will turn up. An experienced one will tell you in writing how any extra work would be priced and approved.
Before you sign, ask: “If you find a problem once my old roof is off, how will I know what it costs before you do the work?”
During a free estimate, a Quality Roofing estimator checks the outside of your roof: its age and condition, any signs of an old wood shake roof, the seals around vents and pipes, the spots where the roof meets a wall, and places where water pools or doesn’t drain. The estimator photographs problems specific to your roof and adds the photos to your estimate.
Why Some Costs Can't Be Seen Until Tear-Off
Some damage only shows once the old roofing is off. Water can rot the top face of a deck panel without staining the underside, and flashing at chimneys and walls can hide decay.
An estimator can still catch a lot beforehand. Walking the roof turns up soft spots. If you can get into your attic, look for water stains, damaged rafters, and gaps between the deck boards, and mention what you find to the estimator.
Bringing the Roof Deck Up to Code
If your roof sits on spaced sheathing, the new roof needs a solid deck first, and on an older Santa Barbara home that upgrade can be one of the largest added costs. The deck is the wood layer fastened to the rafters, beneath the underlayment and roofing.
What Is Spaced Sheathing?
Many older roofs sit on spaced sheathing: boards nailed across the rafters with gaps between them. It was common under wood shake and some older tile roofs. The gaps aren't visible from the street.
What California's Roofing Code Requires
Asphalt shingles have long required a solid deck under California Residential Code Section R905.2.1. Clay and concrete tile have needed one since the 2022 California Residential Code took effect in January 2023, and the 2025 edition now in force keeps the rule. Section R905.3.1 reads: "Concrete and clay tile shall be installed over wood structural panels or solid lumber sheathing." Earlier editions, based on the 2018 International Residential Code, allowed spaced structural boards under tile.
The section has one exception, for areas with low earthquake risk (Seismic Design Categories A through C). It doesn't cover Santa Barbara, which USGS seismic design data places in Category E. You can check any address with the ASCE Hazard Tool.
In Santa Barbara, solid decks are required under both shingle and tile roof systems. Contact your local building department to determine if this requirement can be enforced when repairing a roof by replacing shingles or tiles.
When Quality Roofing installs a shingle or tile roof over spaced boards, a solid roof deck is also installed to meet building codes and manufacturer recommendations at time of inspection.
Code references current as of October 2026.
How a Deck Upgrade Shows Up on a Quote
Two quotes for the same house can be far apart if one includes a deck upgrade and the other leaves it unpriced. Deck work usually shows up in one of three ways:
- A fixed line item. You know the number before work starts.
- An allowance. A set amount adjusted to the actual cost after tear-off, so ask what happens if it runs over.
- A unit rate. A price per sheet times the sheets actually replaced.
Quality Roofing uses half-inch CDX plywood for new decking, not OSB. When the estimator sees signs of an earlier wood shake or wood shingle roof, the deck goes on the quote as a fixed line item, because the upgrade is certain. When it's less clear, the quote adds a note or a separate "if required to meet code" section with the plywood cost. Either way, the price covers the whole roof or a stated area. Repairs to damaged sections of deck are billed by the hour plus materials.
Wood Repair and Dry Rot
Rotted wood is a frequent find at tear-off. It usually turns up in three places:
- Deck panels. Water-damaged plywood stops holding roofing nails and has to be replaced.
- Fascia boards. These run along the roof edge and often carry the gutters. Removing the gutters can expose rot.
- Rafter tails. These exposed rafter ends under the overhang take the weather, and repairing them is more work than replacing a panel or board.
Near the coast, salt air and fog add moisture, so these repairs are common here.
Quality Roofing bills wood repair by the hour plus materials, at a standard rate for typical repairs or a specialty carpentry rate for complex work. The final bill itemizes the hours and materials.
What your quote should already say: how wood repair is billed (a rate per item, or hourly plus materials), and how you'll see the damage (photos or a walk-through) and approve the repair before it's done.
Tile Breakage on a Lift-and-Relay
In a tile lift and relay reroof, existing tile is removed, and new underlayment is installed before replacing the tile.
Old clay tile weakens as it ages and is prone to damage during installation, even when preserved. Finding replacement tiles may be challenging if the original tiles had unusual shapes or colors. Replacement options for old clay tile include salvaged tiles and custom-matched colors. Older homes are often the hardest to match; see our guide to matching historic clay tile.
Quality Roofing prices replacement tile on each custom quote and bills it per tile, at a standard or specialty rate depending on the tile. Heavily mortared tile often can't be lifted without breaking. The quote doesn't list an expected breakage percentage. The estimator talks it through with you for your roof. On a recent repair, the original style had been discontinued, so the team found it elsewhere in California and shipped it in.
What your quote should already say: where replacement tile will come from and whether it's covered by an allowance or a per-tile rate. Ask how much breakage to expect on your roof.
Should You Replace Your Gutters at the Same Time?
If you have a tile roof and old gutters, plan to install new gutters when you replace the roof. The brackets for gutters are usually installed beneath a tile roof and other underlayment. Replacing gutters after a new roof means some of the new tile must be removed. One type of half-round gutter is often used with mission-style tile roofs.
On shingle roofs, sound gutters can usually stay. If the fascia needs replacing, the gutters have to come off anyway, so it's a good time to consider new ones.
Gutter installation and repair work can be subcontracted. Ask your roofing contractor when gutter work will be performed. Quality Roofing takes care not to damage your gutters during a reroof job. Workers will remove debris from your gutters at the end of the reroof job. If it is necessary to repair or replace wood fascia or rafters behind gutters, gutters will be removed and reinstalled after fascia or rafter repairs or replacements are completed.
Other Items to Look for on the Quote
Check how each quote handles these:
| Item | What your quote should already say | On a Quality Roofing quote |
|---|---|---|
| Permits and inspections | Who pulls the permit and whether the fees are included | Quality Roofing handles all permitting |
| Tear-off and disposal | How many old layers come off, and whether haul-away and dump fees are included | Included |
| Flashing and roof vents | Whether they're replaced or reused | All flashing on the roof is replaced, including around pipes and other penetrations. Flashing set into a wall is quoted as separate work. |
| Fire-code requirements | The fire rating your address requires and the system being installed | Included |
| Skylights | Whether new flashing or a replacement skylight is included | New flashing included |
A Note About Fire Requirements in Montecito
In the Montecito Fire Protection District, more than 10% of the roof cannot be replaced unless the entire roof is covered with Class A fire-rated materials, according to the Montecito Fire Protection District's 2025 Development Standards. Wood shake and wood shingle products, even those with a Class A rating, are not allowed. This rule can turn a planned partial reroof into a full replacement.
The Fire District reviews the roofing contract or plans during permitting. Roofing class information can be included in your roofing application. Consider looking up and asking your contractor about state-designated Fire Hazard Severity Zone in other areas of your county of residence. Quality Roofing offers fire-rated roofing and ember-resistant vent options from Carpinteria to the Santa Ynez Valley.
How to Read a Roof Replacement Quote
Before you sign, check each quote for:
- Scope: the roofing materials, named by product where it matters, and the extent of tear-off.
- Deck: whether the existing deck works, and the price of new sheathing if it doesn't.
- Wood repair: how repairs are billed (per item, or hourly plus materials), including rafter tails.
- Tile: how replacement tile is priced and where it will come from.
- Gutters: whether they stay or come off, and who handles new ones.
- Warranty: workmanship coverage listed separately from the manufacturer's warranty.
- Change orders: how extra work is documented and approved before it begins.
Compare quotes on the same scope. A lower price that leaves out deck work or disposal doesn't cover the same job. For whole-roof price ranges, see roof replacement cost in Santa Barbara.
Frequently Asked Questions
Do I Need New Plywood When I Replace My Roof?
Not always. A sound, solid deck can stay, and rotted panels are replaced sheet by sheet. A roof on spaced sheathing needs a solid deck first, and in Santa Barbara that applies to tile as well as shingles.
Can a New Tile Roof Go Over Spaced Sheathing in California?
Not in Santa Barbara. Since January 2023, Section R905.3.1 of the California Residential Code has required a solid deck under clay and concrete tile except in low-earthquake-risk areas, and Santa Barbara is in a high-risk category.
Why Did My Roofer's Price Change After Tear-Off?
Removing the old roof can expose rotted wood or a deck that needs upgrading. A clear quote sets the rates for those items in advance and requires your approval before the work is done, so any change follows terms you already agreed to.
Will My Old Clay Tile Break During a Lift-and-Relay?
Some pieces usually do, especially on old tile or tile set in heavy mortar. Ask how much breakage to expect on your roof, how replacements are priced, and where they'll come from.
How Is Dry Rot Repair Priced on a Roof Replacement?
Either at set unit rates, such as per sheet of decking or per linear foot of fascia, or by the hour plus materials, which is how Quality Roofing bills it. The total depends on how much damage tear-off exposes, so ask for the rates in writing and for photos before approving repairs.
